Can I create a separate calendar for a specific department

Yes, the Department field in the Events will allow you to filter the events accordingly, to see the activities of just one or a few departments. For example, to see what's on Art Department's plate, you can filter the event for Art, Set Dec, Props and Construction Departments, avoiding this way, the noise of all the busy tasks of the rest of the team.
